Distributed video coding (DVC) provides a different compression paradigm that consists of lightweight encoder and complex decoder. This compression paradigm shed a light for nowadays mobile devices which equipped with limited battery and computing resources while the corresponding multimedia service is backed up by cloud computing infrastructures. After years of developing, the coding performance and the decoding speed of DVC are still facing serious challenges, for example, DVC’s rate-distortion (RD) performance is far behind the traditional prediction based video codec (e.g., H.264) and the required decoding complexity handicaps its value in practical usage. In order to meet these challenges, we propose an efficient real-time DVC framework with progressive side information regeneration by taking GPGPU-based parallel computing into account. The proposed system can resolve one of the achilles’ heels, i.e., the large group of picture scenario, of DVC codec with good RD performance and much improved decoding speed. The Bjontegaard Delta peak signal-to-noise ratio improvement of our system is up to 2.87 dB as compared with DISCOVER codec, which is also comparable with that of the state-of-the-art optical flow-based DVC codecs. The average decoding speed goes up to 22.44 frames per second (FPS) and even up to 76.35 FPS for Hall sequence. To the best of our knowledge, this is the first DVC codec which tackles the RD performance and the decoding speed issues simultaneously.

Cost issue always is one of most important issue for enterprise in building their IT platform. With the advance of various cloud environments, enterprise's IT executive may have different consideration in constructing their IT platform. For example, constructing an own cloud environment or renting a computing platform from cloud providers. This paper the authors, based on the Net Present Value in Finance field, propose a cost model for evaluating the tradeoff between building a self-own computing platform and renting one from public provider. The cost evaluation formulas are derived based on some cost factor, such as human salary, platform purchasing cost, energy consuming, maintenance fee, and cooling cost, for evaluating required cost on building and operating of both public and private clouds. Based on the cost model, the authors applied a well-known public cloud instance, e.g. Chunghwa Telecom's HiCloud platform in Taiwan, to compute renting cost, and make a comparison with the derived cost of private cloud for a variety of enterprises 'settings. According to the experiments, different size of enterprises could have different options in building private cloud or renting from public cloud to make optimum cost saving.

The study explores the effects of an interdisciplinary learning approach on developing students’ English learning (EL) and computational thinking (CT) through two different game-based learning approaches. A quasi-experiment is conducted to evaluate the effectiveness of this approach in terms of enhancing students’ CT knowledge and their EL achievement in an elementary school English as a foreign language (EFL) learning context. A total of 52 Grade 3 students take part in the experiment, of whom 28 are assigned to the experimental group learned with a machine educational robot (machine-ER) board game and 24 are assigned to the control group learned with a character educational robot (character-ER) board game. Results indicate that both groups made significant improvements in learning achievement: 1) in English-language achievement of learning vocabulary and sentence patterns; and 2) in CT concepts, although the machine-ER board game produces a greater increase than the character-ER board game in both language learning achievement and CT knowledge, their learning anxieties are also lower than those of the control group. The analysis of behavioral patterns also reveals that students playing the machine-ER board game demonstrate better language-learning interaction, whereas the students playing character-ER board game present greater CT development in finding solutions.

Universities in Taiwan can be divided into two major categories of comprehensive universities and technological universities. Students studying engineering majors in comprehensive universities are often recruited from academic high schools while those in technological universities tend to be recruited from vocational high schools. The purpose of this research was to investigate differences in learning efficacy between college students with academic backgrounds and those with vocational backgrounds. Results indicated no significant differences in cognition between the two groups of students. Additionally, students with vocational school backgrounds performed better in comprehension skills compared with those with academic backgrounds and were more able to apply acquired knowledge to practical tasks according to path analysis studies and the Mann-Whitney U test.

The success of any Chinese invasion of Taiwan necessarily involves an amphibious landing operation on Taiwan's beaches. The most vulnerable of these beaches have been referred to as "Red Beaches." Despite the threat of China's invasion of Taiwan garnering significant attention in recent years, little of this attention has been devoted to the questions of how Taiwan defends these critical Red Beaches and to what extent Taiwan's Red Beach defensive strategy has evolved. Employing Lykke's Ends-Ways-Means analytical framework, this paper seeks to answer these questions by examining Taiwan's Red Beach defensive strategy during the Tsai Ing-wen administration (2017-present). The main findings are that contrary to popular understanding, Taiwan's defense strategy has undergone significant change entering Tsai's second term. The range of Red Beach defensive operations has extended from the littoral zone to as far as Chinese territory, with the planned use of pre-emptive missile and air-to-ground strikes against "key nodes" of PLA forces. Together with the significantly increased role of Taiwan's missile, naval and air force capabilities, Taiwan's current Red Beach defense strategy can be characterized as having greater range, more integrated, and more offensive.

It is considered that this model is a more comprehensive and appropriate means to capture IT value. InformationWeek's IT rankings are used as the database in this study. Aim of study: Unrecognized one-lung intubations (also known as main-stem intubation) can lead to hypoventilation, atelectasis, barotrauma, and even patient death. Many traditional methods can be employed to detect one-lung intubation; however, each of these methods has limitations and is not consistently reliable in emergency settings. This study aimed to assess the accuracy and timeliness of ultrasound to confirm proper endotracheal intubation. Methods: This was a prospective, single-center, observational study conducted at the emergency department of a national university teaching hospital. Patients received emergency tracheal intubation because of respiratory failure or cardiac arrest. After intubation, bedside ultrasound was performed with a transducer placed on the chest bilaterally at the mid-axillary line, to identify lung sliding over the lungs bilaterally during ventilation. Chest radiography was used as the criterion standard for confirmation of endotracheal tube position. Results: One hundred and fifteen patients needing tracheal intubation were included, and nine (7.8%) had one-lung intubations. The overall accuracy of ultrasound to confirm proper endotracheal intubation was 88.7% (95% confidence interval (CI): 81.6-93.3%). The positive predictive value was 94.7% (95% CI: 87.1-97.9%) in the non-cardiac-arrest group and 100% (95% CI: 87.1-100.0%) in the cardiac-arrest group. The median operating time of ultrasound was 88. s (interquartile range [IQR]: 55.0, 193.0), and of chest radiography was 1349. s (IQR: 879.0, 2221.0) post intubation. Conclusions: In this study, the positive predictive value of bilateral lung sliding in confirming proper endotracheal intubation was high, especially among patients with cardiac arrest. Considerable time advantage of ultrasound over chest radiography was demonstrated.

In this article, we presented three approaches to improve the performance of semantic relatedness measurement. In the first approach, we discuss the abnormal dimensions in GloVe. Although the mechanism of generating abnormal dimensions remains unknown, our proposed four methods can transform the abnormal dimensions for better performance, including dimension removal, offset transformation, uniform transformation, and harmonic series transformation. One interesting finding of this approach is that simply removing the abnormal dimensions improves the performance of semantic relatedness tasks significantly. This approach also outperforms the comparison model SensEmbed in some data sets. Besides GloVe, we also find that an abnormal dimension happens in Chinese word embedding and HPCA. These findings reveal the drawback of the current optimization solving algorithm, which leaves a critical unresolved issue in this study. In the second approach, with the observation that each word may carry multiple senses, the word embedding linearly combines with WordNet's path information. This approach outperforms the comparison models in seven out of eight benchmark data sets.

Dysprosium(Dy)-doped zinc oxide (Dy:ZnO) thin films were fabricated on c-oriented sapphire substrate by pulsed-laser deposition with doping concentration ranging from 1 to 10 at. %. X-ray diffraction (XRD), Raman-scattering, optical transmission spectroscopy, and spectroscopic ellipsometry revealed incorporation of Dy into ZnO host matrix without secondary phase. Solubility limit of Dy in ZnO under our deposition condition was between 5 and 10 at. % according to XRD and Raman-scattering characteristics. Optical transmission spectroscopy and spectroscopic ellipsometry also showed increase in both transmittance in ultraviolet regime and band gap of Dy:ZnO with increasing Dy density. Zinc vacancies and zinc interstitials were identified by photoluminescence spectroscopy as the defects accompanied with Dy incorporation. Magnetic investigations with a superconducting quantum interference device showed paramagnetism without long-range order for all Dy:ZnO thin films, and a hint of antiferromagnetic alignment of Dy impurities was observed at highest doping concentration-indicating the overall contribution of zinc vacancies and zinc interstitials to magnetic interaction was either neutral or toward antiferromagnetic. From our investigations, Dy:ZnO thin films could be useful for spin alignment and magneto-optical applications.
